NHA's PKR 3 Trillion Liability Signals Fiscal Strain; 21 Projects Due FY27

The National Highway Authority (NHA) plans to complete 21 of 71 ongoing projects by FY2027, but its cumulative throw-forward liability is projected to exceed PKR 3 trillion due to funding constraints. For FY2026-27, NHA is allocated PKR 224.51 billion under PSDP, with PKR 165.26 billion from the federal government and PKR 59.25 billion from foreign assistance. Balochistan receives the largest share at PKR 118.19 billion for 17 projects. Such significant government liabilities and reliance on foreign aid could pressure Pakistan's fiscal stability, potentially impacting the PKR and local gold prices.
