Pakistan's Anti-Smuggling Tax Reforms Lag, None Fully Operational: Report

A new report by PRIME and TRACIT reveals none of Pakistan's 13 tax reforms against smuggling and illicit trade are fully operational a year after enactment. Only three reforms are partially active, including Faceless Customs Assessment and new rules leading to vehicle and cigarette seizures, while six are administratively initiated and four remain at the legislation-only stage. The research highlights a lack of implementation and political will, linking delays to Pakistan's low ranking on the Illicit Trade Index 2025. This ongoing struggle against the informal economy could sustain premiums in Pakistan's gold/silver markets and maintain pressure on the PKR, while effective implementation would strengthen the formal sector.
