ای او بی آئی نے ای سی سی کو 2036-37 تک 237 ارب روپے کے متوقع خسارے سے آگاہ کیا، جس کی وجہ بڑھتی ہوئی پنشن ہے جو شراکت سے زیادہ ہے۔ فنڈ کا بیلنس 2028-29 تک عروج پر پہنچ کر پھر کم ہونا شروع ہو جائے گا، جس کے لیے فوری اقدامات جیسے کہ شراکت میں اضافہ یا بہتر سرمایہ کاری کی ضرورت ہے۔ اسٹیک ہولڈرز نے حالیہ مالیاتی اعداد و شمار میں تضادات بھی نوٹ کیے۔ اگر حکومت خسارے کو خزانے سے پورا کرتی ہے تو یہ بجٹ خسارے کو بڑھا سکتا ہے اور مہنگائی میں اضافہ کر سکتا ہے، جس سے ممکنہ طور پر USD/PKR کی شرح اور مقامی سونے کی قیمتیں متاثر ہو سکتی ہیں۔
