Petroleum Minister Ali Pervaiz Malik is set to introduce the Natural Gas (Development Surcharge) (Amendment) Bill, 2026, aiming to update the outdated ordinance. The proposed changes will define "negative differential margin" and "late payment surcharge," bringing them under Ogra's regulatory framework to account for gas sold below cost. This legislative effort seeks to improve the financial health of the gas sector by addressing long-standing recovery issues and regulatory gaps.
